ABOUT THE PROGRAM: An appraiser conducting a 50% FEMA rule appraisal must be well acquainted with numerous and varying rules and regulations set forth by FEMA, and must have a thorough understanding of construction techniques, materials, and markets. Which valuation method is most appropriate, which components should be included in the report, and which costs must be included and which may not be included. Without such knowledge, appraisers open themselves up to liability. This program will give a thorough overview of FEMA regulations, construction related issues and several examples from the work files of the instructor.
Price includes an electronic copy of the materials which will be emailed to students at the conclusion of the program. Required reading materials will be forwarded prior to the class.
PARTICIPATION GUIDELINES:
Photo ID Requirement– Students will need to send a government issued (ex: driver license photo) to Chapter office by noon on June 5th. This is a requirement, and you will not receive credit if we do not have a photo to verify your identification with.
Video/Audio Requirement – Students must have a webcam/iPhone/iPad/smartphone capability with microphone capabilities to participate and receive continuing education credit. The instructor must be able to see/hear you and you must be able to see/hear the instructor. This is a requirement, and you will not receive credit if you do not have video/audio capabilities to see/hear the instructor/allow the instructor to see/hear you
Required Equipment – Internet Access, Computer with Webcam/Camera, Microphone and Speakers.
CONTINUING EDUCATION: Applications have been submitted to MA and RI for three hours of appraiser CE credit.. There will be no credit provided in other states.
Important information for Maine Appraiser License Holders: Because this is a third party program that is not AQB approved, no CE credit can be provided for Maine for this program. Current ME Board rules do not allow for synchronous delivery of Board-approved (non-AQB) continuing education programs until the Board completes the process of updating its rules to allow it.
This is a FREE event and NO state CE will be granted.

The Virtual Appraisal Service Vendor Showcase will provide appraisers of the template options available to deliver USPAP compliant reports to clients and data services available to provide support for their market assumption conclusions. Attendees will learn how to efficiently access the best comparable sale and lease data, demographics, and the technology platforms used to create superior quality report documents and discounted cash flow models. Presentations will be provided by Compstak, Lightbox and VALCRE. More vendors to be added.

5:00 pm – Q2 Chapter Business Meeting and Cocktail Reception/Networking
The program will include a discussion of the current state of the Maine economy, including demographics, workforce and employment, state gross domestic product (GDP), wages and income as well as other indicators by a State of Maine economist. Also discussed will be the current residential real estate market conditions in Maine including yearly and monthly trends, list/sale price ratios, recent notable real estate transactions as well as a Q3 and Q4 forecast. Finally, the current commercial real estate market will also be discussed.
This program is approved for two hours of CE credit by the Appraisal Institute. Applications for two hours of CE credit will be sent to MA, RI, and ME. No credit will be provided in other states.

About the Program:
This program is intended to make attendees aware of current economic and real estate trends, expand their knowledge of real estate tax issues, and provide the opportunity to network with colleagues.
The program starts with Massachusetts economic and budget projections followed by Greater Boston life science, office, and retail market overviews. The morning will also include the discussion of real estate trends involving the growing single-family rental housing industry and the status of construction material and labor costs. Following the afternoon luncheon, the program will focus on the adverse impact of rising mortgage interest rates on property values, real estate tax assessments, and municipal budgets. The afternoon program will also explain TIF agreements, CPA charges, and BID districts. The event will finally conclude with a networking cocktail reception.

The current multifamily CRE market continues to be an attractive investment option as supply side housing problems and increased borrowing cost for home buyers are placing upward pressure on demand. The enactment of the MBTA Communities Act in January 2021 which requires 177 Cities and Towns to establish “at least 1 district of reasonable size in which multi-family housing is permitted as of right.” Where possible, the district must be within a half mile from public transportation (commuter rail, bus station, ferry terminal or subway) seeks bring more dense housing options to these communities. Topics will focus on economic and real property implications of the MBTA Communities Act, as well as current status of the multifamily market in the region. Participants will learn about the challenges facing the communities, developers, and investors which all impact appraisal analysis and conclusions. The four speakers will give presentations and participate in a moderated panel discussion.

As a result of the continued decline of affordable housing, accessory dwelling units have become attractive living options for a variety of persons, for numerous reasons. And the housing crunch is so severe that legislation (LD 2003) was enacted to allow for ADUs on most single-family lots, in some cases taking precedence over local ordinances. In this seminar find out more about the origin of the legislation from Ryan Fecteau, a former Legislator who was instrumental in the crafting and passage of the new law. Parlin Meyer of BrightBuilt Home will speak about the unique construction aspects of ADUs. Local zoning officials Milan Nevajda from South Portland and Erin Zwirko from Yarmouth will share their insight into the planning aspects, while Rob Lynch, SRA, AI-RRS will wrap-up the program with a summary of salient points for appraisers to consider including secondary market considerations.
