This online course trains appraisers in topics related to valuation bias and fair housing laws and regulations and fulfills specifications provided by the Appraisal Qualifications Board (AQB). It will enable all appraisers, both residential and non-residential, to learn more about civil rights protections and best practices for report writing so they can maintain compliance with federal agency rules. The course also provides in-depth information about the civil rights complaint process. Filled with Supreme Court cases and discussion prompts, this program provides ample opportunities for participants to consider both historic and contemporary fair housing topics.
Ultimately, Valuation Bias and Fair Housing Laws and Regulations is a comprehensive guide covering recent discourse about valuation bias and best practices related to federal fair housing laws.
Requirements
According to requirements set forth by the Appraisal Qualifications Board (AQB), appraisers must successfully complete a course that meets the content requirements of the Valuation Bias and Fair Housing Laws and Regulations Outline every two calendar years.
Appraisers must complete a 7-hour course the first time they meet the AQB continuing education requirement for Valuation Bias and Fair Housing. Every two calendar years thereafter, the course length must be at least four (4) hours.
Individuals must complete an 8-hour course to meet AQB qualifying education core curriculum requirements. This course, which is required to obtain or upgrade an appraiser credential, is identical to the 7-hour version but also includes a one-hour mandatory exam. There is currently a surplus of vacant office space in downtown Boston due in large part to the work from home trend. There has also been a flight to quality in the office sector as many buildings haven’t kept pace with modern space use and trends. At the same time, Boston faces a housing shortage with a supply-vs.-demand imbalance. As building owners and potential investors explore what to do with these high vacancy assets, many are considering converting these office buildings into multifamily uses. However, office-to-multifamily conversion can be a complex and costly process involving many considerations including building infrastructure, the entitlement process, and financial feasibility. The program will start with a current overview of the downtown Boston office market followed by an explanation of the City of Boston expedited conversion entitlement process that has become a model for the nation. There will then be an overview of the City of Boston’s real estate tax incentive program enhancing the financial feasibility of these conversions followed by a developer’s presentation discussing two conversion projects currently underway in downtown Boston.

The new Uniform Residential Appraisal Report (URAR) challenges to appraisers to deliver a report in a confident manner to clients with a credible analysis that meets the minimum reporting requirements of the Government-Sponsored Enterprises (GSEs). Unlike the existing 1004 report form, the new URAR places more emphasis on supporting and reporting a thorough market analysis for the subject property. In the past, appraisers often kept the market analysis support in the workfile. Going forward, support is expected within the appraisal report.
