The Massachusetts and Rhode Island Chapter of the Appraisal Institute’s Emerging Leaders Group was formed in early 2008 as a platform for young appraisers and real estate professionals to get involved with educational and networking events in Boston as well as a way for the Chapter to identify future Chapter Leaders.
Join us on Wednesday, March 28th for a pizza social as this group re-emerges. Attendees will have the chance to view key portions of the Babson Consulting presentation on attracting new recruits to the appraisal profession and participate in a roundtable discussion of the results. Other topics will include how the group can support candidates through the designation process

The Massachusetts and Rhode Island Chapter is pleased to welcome a distinguished group of panelists with first hand knowledge of the process involved in public/private partnerships. The two hour CE program will include professionals directly involved in the development of Boston Landing in Brighton/Boston, the home of the Boston Bruins’ and soon to be Boston Celtics’ practice facilities. Following the two hour CE program, participants are invited for networking, cocktails and light refreshments, at Brighton Bowl, a new candlepin bowling alley, located in Flatbreads at 75 Guest Street. The program will feature an overview of NB Development’s mixed-use Boston Landing complex with focus of the MBTA’s Public Private Partnership (P3) in constructing the new commuter rail station. It will also focus on the station’s impact on marketability and value as a transit-oriented development. At this seminar, participants will dive into the condemnation process through a host of eminent domain experts from across the Commonwealth of Massachusetts. The seminar will feature several panel discussions and individual presentations on various right of way appraisal topics. Presenters will explore all phases of the right of way acquisition process, focusing on the appraiser’s critical role on the project team. Participants will learn valuable skills associated with appraising partial acquisitions, assessing damages, and providing expert testimony during litigation.

About Jay Zeiger
In 2008, the Board of Directors voted to create a Jay (James) Zeiger Service Day. Jay was an active MAI member of the Massachusetts Chapter. In addition to serving on the Chapter’s Board of Directors for nine years, Jay served on various chapter and national Appraisal Institute committees. He was always an advocate for our organization. Jay lost his battle with cancer in August 2007 and the Chapter continues to honor him with a Day of Service in his memory.
Since its inception in 2008, Chapter AI Professionals have donated their time by volunteering at the PMCNewton-Needham Kids Ride, Greater Boston Food Bank and Cradles to Crayons.

Earlier this year, the Candidates Guidance Committee sent out a survey which identified the biggest roadblock to designation was planning time to complete the requirements. This program will provide practical advice to assist with completing the comprehensive exam and demonstration of knowledge requirement.
Although all of us like to think we can “manage time”, there are definitely points in our lives, whether in relationships, family, work, education (and the multiple combinations of these interactions), where it feels like time is “managing us”.
In this webinar, we will take a look at how the hours of a week can be better organized, managed, and utilized to avoid interruptions, procrastinations, and delays in getting things done. We will examine what might be putting folks in the position of being “managed by time” and, hopefully, gain some insight into how participants can more effectively “manage time”.

ABOUT THE PROGRAM: An appraiser conducting a 50% FEMA rule appraisal must be well acquainted with numerous and varying rules and regulations set forth by FEMA, and must have a thorough understanding of construction techniques, materials, and markets. Which valuation method is most appropriate, which components should be included in the report, and which costs must be included and which may not be included. Without such knowledge, appraisers open themselves up to liability. This program will give a thorough overview of FEMA regulations, construction related issues and several examples from the work files of the instructor.

Complex Valuation is a new course developed to give appraisers the skills to value both detrimental and beneficial conditions. The field of “complex valuation” involves the real estate characteristics that are “atypical.” (Federal Regulations Part 34.42.).
Many, if not most, valuation assignments involve a straightforward application of the cost, income and sales comparison approaches to value. However, frequently complex issues arise that involve either beneficial or detrimental conditions that can influence the value of real estate. For example, beneficial conditions might result in an increase in value, such as discovering minerals or oil on grazing land. Detrimental conditions could result in a diminution in value, such as natural disasters or environmental contamination.
As real estate appraisers, understanding these complexities helps in developing a credible opinion of value in these types of assignments. Although many complex issues are addressed throughout appraisal literature and coursework, they are not presented as a single framework. The purpose of the Complex Valuation course is to provide real estate appraisers with a comprehensive understanding of the topic and focus on these various property conditions and the valuation methodologies to address them. Accurate and timely appraisals by qualified professionals are a key component of virtually all land conservation transactions—especially those utilizing federal funds and requiring Yellow Book appraisals. Across the country, the rate of conservation is limited by an acute shortage of qualified appraisers. The problem will only get worse with imminent retirements and there aren’t enough new appraisers becoming licensed to replace them. As a result, conservation projects are being delayed or set aside with some landowners unwilling to wait for land trusts to complete their valuations.
The Alliance is proud to partner with the Appraisal Institute to deliver this subsidized training on Uniform Appraisal Standards for Federal Land Acquisitions. Appraisers who are interested in conducting appraisals for conservation projects are eligible for a $300 stipend that can be applied toward their registration fee. The current multifamily CRE market continues to be an attractive investment option as supply side housing problems and increased borrowing cost for home buyers are placing upward pressure on demand. The enactment of the MBTA Communities Act in January 2021 which requires 177 Cities and Towns to establish “at least 1 district of reasonable size in which multi-family housing is permitted as of right.” Where possible, the district must be within a half mile from public transportation (commuter rail, bus station, ferry terminal or subway) seeks bring more dense housing options to these communities. Topics will focus on economic and real property implications of the MBTA Communities Act, as well as current status of the multifamily market in the region. As a result of the continued decline of affordable housing, accessory dwelling units have become attractive living options for a variety of persons, for numerous reasons. And the housing crunch is so severe that legislation (LD 2003) was enacted to allow for ADUs on most single-family lots, in some cases taking precedence over local ordinances. In this seminar find out more about the origin of the legislation from Ryan Fecteau, a former Legislator who was instrumental in the crafting and passage of the new law. Parlin Meyer of BrightBuilt Home will speak about the unique construction aspects of ADUs. Local zoning officials Milan Nevajda from South Portland and Erin Zwirko from Yarmouth will share their insight into the planning aspects, while Rob Lynch, SRA, AI-RRS will wrap-up the program with a summary of salient points for appraisers to consider including secondary market considerations.
